The Quarkus native builder image is updated to version 23.1.11 for Red Hat
build of Quarkus.

Description

The Quarkus native builder image based on GraalVM for JDK 21 community code
is updated.
This includes an OpenJDK update to version 21.0.11 and the corresponding
upstream Mandrel 23.1.11.0-Final release.

Solution

Update the Quarkus native builder image to the latest 23.1 image.
