Customer Portal IE8 browser support change

On January 12th 2016 Microsoft ended support for versions of Internet Explorer prior to the most current version available for a supported operating system (version 11 for most systems). Internet Explorer 8 is one of the browsers no longer supported by Microsoft, and will not receive functional or security updates in the future.

As a result, IE8 is no longer supported on the Red Hat Customer Portal. Red Hat recommends upgrading to a modern browser for a secure and improved user experience.
