Collectd high memory usage causing poor host/instance performance or inability to allocate memory on Red Hat OpenStack Platform 17.1

Issue

• The container collectd is using a large amount of the available memory of the system due to a memory leak if it cannot offload metrics to metrics_qdr.
• This can lead to performance issues within Nova, or the inability to allocate additional memory if all available memory is consumed.
