Deprecated Berkeley DB (libdb) in RHEL9 mentions remediation to migrate to another database which is not possible

Issue

• RHEL9 libdb mentions remedation, but unknown what to do as removing the libdb is not possible, so what to do to silence the rule
• The rule to find libdb use cases in RHEL 9 to inform people to mirgate to another db solution is hit on all RHEL 9 servers. This is not useful because it has tons of red herrings as the only dependency on libdb is the sudo, thus not useful to guide the administrator on the systems needing real attention.
