Allow RSA key size < 2048 bit to successfully establish SSH connections to legacy systems

Issue

The crypto-policy that comes with Red Hat Enterprise Linux 9.1 does not allow RSA key sizes < 2048 bit. Some SSH servers are configured with 1024 bit key sizes though which can result in connection failures:

# ssh redhat@1.2.3.4
Bad server host key: Invalid key length
