RHEL 8 generic text-only driver does not pass HP escape sequences

Issue

• We are migrating one of our systems from RHEL 7.9 to RHEL 8. On the old system we use the generic text-only driver (lsb/usr/cupsfilters/textonly.ppd) to print a document containing HP PCL escape sequences that print a bar code; however, when we use the generic text-only driver on the RHEL 8 system (drv:///cupsfilters.drv/textonly.ppd) it doesn't print successfully.
• We upgraded to RHEL 8.6 and our HP printers need to be set as "textonly" in order to print using escape codes for bar codes, lines, etc. All the printers are set as generic/text only as in the past, but it's not passing the escape codes.
