Sync plan is getting disable automatically during offline backup process.
Issue

The data.yml is referring to old sync plain id which does not exist in katello_sync_plans.

Sync plans keep getting disabled automatically while taking offline backup if they do not exist and their reference is present in the data.yml file.
Environment
- Red Hat Satellite 6.9.
