ethtool -G ethX always returns EBUSY with Chelsio (cxgb3) NIC
Issue

Unable to set the NIC ring buffer on Chelsio NICs using the cxgb3 module:
# ethtool -G eth0 rx 16384 tx 16384 Cannot set device ring parameters: Device or resource busy
Environment
- Red Hat Enterprise Linux 5
- Red Hat Enterprise Linux 6
- Red Hat Enterprise Linux 7
- Chelsio NIC hardware using cxgb3 module
