Intel I350 NIC with igb logs "Refused to change power state" and "PCIe link lost"

Issue

  • Intel I350 NIC with igb driver logs Refused to change power state and PCIe link lost
  • The same card worked on RHEL 7.9 but fails with RHEL 8.1
  • dmesg repeatedly logs the following probe failure:
igb 0000:43:00.0: Refused to change power state, currently in D3
igb 0000:43:00.0 0000:43:00.0 (uninitialized): PCIe link lost
igb 0000:43:00.0: PHY reset is blocked due to SOL/IDER session.
igb 0000:43:00.0: The NVM Checksum Is Not Valid
igb: probe of 0000:43:00.0 failed with error -5

Environment

  • Red Hat Enterprise Linux 8.1 (kernel-4.18.0-147.el8.x86_64)
  • Intel Corporation I350 Gigabit Network Connection [8086:1521] (rev 01)
    • Subsystem: Intel Corporation Ethernet Server Adapter I350-T2 [8086:00a2]
    • dmesg reports PBA No: H34227-004
    • ethtool reports firmware-version: 1.63, 0x80000c51
