OSP 13 update process appears to fail while the update process runs in the background and completes successfully

Issue

• Running the openstack overcloud update run command against any overcloud node, returns failure while the update process continues to run in the background until it completes.
• The openstack overcloud update run command returns with a non zero return code despite the fact that all Ansible tasks are successful (no issues in mistral logs).
• The command fails specifically on the OpenStack nodes on which I execute the update.
• No failures are registered during the update because a rerun of the update command, reruns all tasks for that node and no obvious failures are observed.
