Stale namespaces on OSP13 can create data plane cut during update.

Issue

During OSP13 update you can experience a complete data plane cut, such as FIP address not responding.

This issue may or may not happen depending on how long it takes to upgrade RabbitMQ, which is nondeterministic.

Environment

If you are updating your OSP13 environment from a release earlier than OSP13 z10 (19 December 2019 maintenance release), you might experience data plane connectivity loss due to a stale namespaces issue.

The update process is not the root cause of this issue, but it is likely that it increases the likelihood of this bug being triggered. In the last update, a cut in rabbitmq (~1min/2min) is required in order to upgrade it. This cut might trigger a full sync of the python networking agent that might stale data plane connectivity.
