Creating an Offline Container Registry for Red Hat OpenStack Platform 16.x

Issue

In previous versions of Red Hat OpenStack Platform, an offline registry could be setup using 'docker-distribution'. However, in later versions docker has been replaced by podman which, at the time, doesn't have an equivalent to the 'docker-distribution' package.
This article provides steps to create a local podman container registry to use in closed or air-gapped deployments and it should be valid for any Red Hat OpenStack Platform version using podman.
