Unable to change telnet password prompt even through LOGIN_STRINGS is defined in login.defs

Issue

• Customization of the telnet login prompt from

  rhel7 login: user1
  Password: 
  
  to
  
  login: user1
  user1's Password: 
  

• Adding LOGIN_STRING below long string entry in /etc/login.defs does not able to change password prompt.

  # Password prompt (%s will be replaced by user name).
  LOGIN_STRING           "%s's Password: "
