insights-client fails with "Memory cgroup is disabled; insights-client will not run"

Issue

  • insights-client run is failing with an error:

    ERROR insights.client.phase.v1 Memory cgroup is disabled; insights-client will not run. To run anyway, set   ignore_cgroup=True in /etc/insights-client/insights-client.conf

Environment

  • Red Hat Enterprise Linux (RHEL) 6 running insights-client with egg 3.0.110
  • Red Hat Enterprise Linux (RHEL) 7 or Red Hat Enterprise Linux (RHEL) 8 running insights-client with egg 3.0.110 and cgroups enabled, but with the memory cgroup disabled
