/etc/mke2fs.conf does not support enable_periodic_fsck option

/etc/mke2fs.conf does not support setting the enable_periodic_fsck option so that its not possible to disable mount aging and counting.

While we can run tunefs to disable it, /etc/mke2fs.conf should support tuneable filesystem options so that they are part of a default set of mkfs options.
