RHV VM cloned from template remains locked

Issue

  • A VM was cloned from a template but remained in a LOCKED state.

  • Subsequent attempts to clone from this template fail.

  • Also unable to create any new VMs.

Environment

  • Red Hat Virtualization (RHV) 4.2.5
  • Red Hat Enterprise Linux (RHEL) 7.5 host (SPM);
    • vdsm-4.20.35-1
