The "systemd --user" feature doesn't work in RHEL 7

Issue

The "systemd --user" feature used to spawn process dedicated for a user, or to handle services as a different user than root, does not work as it produces messages such as:

# systemctl --user status
Failed to get D-Bus connection: Connection refused

Red Hat Enterprise Linux (RHEL) 7
