Can not get core MBeans such as jboss.as and jboss.as.expr from application on EAP when RBAC enabled in EAP 7.1

Issue

• Can not get core MBeans such as jboss.as and jboss.as.expr from application on EAP when RBAC enabled in EAP 7.1
• JMX metrics missing
