How can I set file permissions on files uploaded using sftp on Red Hat Enterprise Linux 5/6/7?

Issue

  • How can I configure openssh-server to use permission 664 for ftp over ssh?
  • We need users to upload files w/ permissions of 664. If the permission of the file on their client is 0700; then  when they upload using sftp, the permissions will be 0700.

Environment

  • Red Hat Enterprise Linux 5
  • Red Hat Enterprise Linux 6
  • Red Hat Enterprise Linux 7
  • Openssh package
    • Using sftp for file uploads
