Setting a proxy with YUM on RHEL 7.4

Issue

  • When running an undercloud install, yum returns 'Nothing to do'
  • When installing the packages from the shell, it gets processed as usual
  • Proxy configurations are often loaded in shell environment.
  • Since RHEL 7.4, yum is ignoring the proxy settings in /etc/yum.conf and in the repository files.

Error sample:

2017-08-18 09:56:55,224 INFO: 2017-08-18 09:56:55 - Error: Execution of '/bin/yum -d 0 -e 0 -y install openvswitch' returned 1: Error: Nothing to do
2017-08-18 09:56:55,224 INFO: 2017-08-18 09:56:55 - Error: /Stage[setup]/Vswitch::Ovs/Package[openvswitch]/ensure: change from absent to present failed: Execution of '/bin/yum -d 0 -e 0 -y install openvswitch' returned 1: Error: Nothing to do
