Possible minimum tunable value for tcp_retries2 and tcp_syn_retries

Customer wants to reduce the value for some of network parameters as shown below.
net.ipv4.tcp_retries2 = 2
net.ipv4.tcp_syn_retries = 2 -
They try this to reduce the replacement time from one server to the other when hang is happen.
