How to mount non-root filesystem before systemd-sysv-generator runs?

init script linking remote filesystem fails with message similar to:
systemd-sysv-generator[548]: stat() failed on /etc/rc.d/init.d/rhq-agent-wrapper.sh: No such file or directory
Environment
- Red Hat Enterprise Linux (RHEL) 7
- init script symlinked to non-root filesystem
