How to set account lockout on authentication failure on Dashboard

How can I set account lockout threshold on dashboard, when a user fails to authenticate exceeding a certain number of times with user name, password and so ons from Dashboard.
Please tell me if there is any difference in behavior between RHOSP 8 / 9 / 10.
