Why are subscription-manager commands hanging?

Issue

When attempting to use Red Hat Subscription-Manager through the command line the command never completes.

[root@example.com~]# subscription-manager refresh
^C

[root@example.com~]# ps -aux | grep rhsm
root     53663     1  0 18:19 ?        00:00:00 /usr/bin/rhsmcertd
root     53735 53663  0 18:21 ?        00:00:00 /usr/bin/python /usr/libexec/rhsmcertd-worker --autoheal
