Neutron DHCP server port binding fails after OVS/dnsmasq update
Issue
- Instances do not get DHCP address on boot
- The DHCP port's binding:vif_type value is "binding_failed", as shown by
neutron port-show - Cannot ping DHCP port from within network namespace
