Issue

Customer wants to serve DHCP from an instance to a host outside of OpenStack
Customer is using ISC DHCP on instance, not OpenStack's DHCP server
Customer is using a flat provider network as described in Is it possible to create an OpenStack instance directly connected to an external network?
DHCP logs show DHCPDISCOVER, DHCPOFFER; but not DHCPREQUEST nor DHCPACK
