Issue

One or more virtual machines are using SR-IOV Virtual Functions of an 82599 NIC via PCI passthrough
In the host,VLANs have been associated with the VFs using ip link or libvirt configuration: e.g.

ip link set ethXX vf 4 vlan NNN

Sometimes, guest interfaces still receive packets with VLAN tags attached
- Since no VLANs are configured on the guest side, they don't receieve packets intended for them

Environment

Intel 82599 NIC (ixgbe driver), with SR-IOV support
Red Hat Enterprise Linux (RHEL) KVM host, any version
Non-RHEL KVM guests
