CVE-2025-1736

Description

A flaw was found in PHP. This vulnerability allows certain headers to be either not sent or misinterpreted due to insufficient validation of the end-of-line characters via user-supplied headers.

Statement

This Moderate-impact vulnerability affects Red Hat products, including Red Hat Enterprise Linux PHP streams. In PHP's HTTP stream wrapper, user-supplied headers with insufficiently validated end-of-line characters can cause headers, including a basic authentication header, to be omitted or misinterpreted. Exploitation is network reachable but requires high attack complexity; Red Hat's CVSS is 3.7 (LOW), reflecting limited confidentiality impact and no integrity or availability impact. This differs from NIST's 7.3 (IMPORTANT), which assumes lower attack complexity and impacts to integrity and availability. The issue is marked affected for multiple RHEL 8, RHEL 9, and RHEL 10 streams and for RHEL 6 and RHEL 7 ELS, while the current affects mark some RHEL 9.7 and RHEL 10.1 streams as delegated not affected. Community Projects Fedora 40 and 41 are not affected because inline mitigations already exist. Red Hat In-Vehicle OS 1.0, 1.0.z, and 1.1 are affected with the fix deferred; the current flaw record gives no product-specific deferral rationale, so the residual risk is that applications accepting user-supplied HTTP headers may still experience omitted or misinterpreted headers.

Mitigation

Mitigation for this issue is either not available or the currently available options do not meet the Red Hat Product Security criteria comprising ease of use and deployment, applicability to widespread installation base or stability.

Common Vulnerability Scoring System (CVSS) Score Details

Info alert:Important note

CVSS scores for open source components depend on vendor-specific factors (e.g. version or build chain). Therefore, Red Hat's score and impact rating can be different from NVD and other vendors. Red Hat remains the authoritative CVE Naming Authority (CNA) source for its products and services (see Red Hat classifications).

Understanding the Weakness (CWE)

Availability

Technical Impact: DoS: Crash, Exit, or Restart; DoS: Resource Consumption (CPU); DoS: Resource Consumption (Memory)

An attacker could provide unexpected values and cause a program crash or arbitrary control of resource allocation, leading to excessive consumption of resources such as memory and CPU.

Confidentiality

Technical Impact: Read Memory; Read Files or Directories

An attacker could read confidential data if they are able to control resource references.

Integrity,Confidentiality,Availability

Technical Impact: Modify Memory; Execute Unauthorized Code or Commands

An attacker could use malicious input to modify data or possibly alter control flow in unexpected ways, including arbitrary command execution.
