CVE-2026-118959
Description
A flaw was found in the required action provider mechanism of Keycloak. The issue occurs when an authorization request includes the kc_action query parameter set to a mandatory action already assigned to the user, such as profile verification or terms and conditions. Due to incorrect handling of application-initiated actions, Keycloak may skip these mandatory challenges and issue an authorization code. This can allow a user to bypass administrative requirements and gain access to the application without completing necessary profile updates or agreeing to terms.
Statement
The Red Hat Product Security team has assessed the severity of this vulnerability as Moderate, given that exploitation requires the attacker to have valid user credentials and only affects specific mandatory required actions. Successful exploitation allows an attacker to bypass administrative gates such as profile verification and terms of service acceptance to obtain active sessions. The vulnerability's root cause is the improper handling of the kc_action parameter which causes mandatory actions to be incorrectly categorized as unsupported application-initiated actions and subsequently ignored.
Mitigation
Mitigation for this issue is either not available or the currently available options do not meet the Red Hat Product Security criteria comprising ease of use and deployment, applicability to widespread installation base, or stability.
Common Vulnerability Scoring System (CVSS) Score Details
Info alert:Important note
CVSS scores for open source components depend on vendor-specific factors (e.g. version or build chain). Therefore, Red Hat's score and impact rating can be different from NVD and other vendors. Red Hat remains the authoritative CVE Naming Authority (CNA) source for its products and services (see Red Hat classifications).
The following CVSS metrics and score provided are preliminary and subject to review.

Integrity,Confidentiality,Availability,Access Control
Technical Impact: Read Application Data; Gain Privileges or Assume Identity; Execute Unauthorized Code or Commands
This weakness can lead to the exposure of resources or functionality to unintended actors, possibly providing attackers with sensitive information or even execute arbitrary code.
