CVE-2026-115359
Description
A flaw was found in OpenBao. When processing requests with form-encoded bodies or forwarded certificates, the rate limit quota subsystem fails to resolve backend roles properly, preventing quota rules from being enforced. A remote caller can exploit this flaw to bypass rate limits and repeatedly issue tokens without consuming their allocated budget. This unrestricted request processing can lead to resource exhaustion and a Denial of Service (DoS).
Statement
This vulnerability is rated as Low severity because exploitation only circumvents role-level request throttles and cannot be leveraged for unauthorized data access or privilege escalation. Successful abuse requires specific configurations employing backend-scoped rate limit quotas alongside requests carrying forwarded certificates or form-encoded payloads. Red Hat products do not distribute or support OpenBao, leaving default enterprise environments unaffected.
Understanding the Weakness (CWE)
Availability
Technical Impact: DoS: Resource Consumption (CPU); DoS: Resource Consumption (Memory); DoS: Resource Consumption (Other)
When allocating resources without limits, an attacker could prevent other systems, applications, or processes from accessing the same type of resource. It can be easy for an attacker to consume many resources by rapidly making many requests or causing larger resources to be used than is needed.
