So there is no correctness issue here, we just want to silence warning. To silence the warning, I added DECL_TAG as one of kinds in btf_type_nosize() which will cause btf_type_id_size() returning NULL earlier without the warning. Statement

A local user can trigger kernel warnings in btf_type_id_size by passing a DECL_TAG type id as a BTF key or value type id during BPF map creation. The kernel already rejects this input by returning NULL, but the WARN_ON_ONCE generates noisy diagnostics that can spam logs and degrade system availability in extreme cases. For the CVSS the PR is N in the paranoid scenario because some systems allow unprivileged BPF syscalls or delegate BPF capabilities in containers. The issue is not network reachable and it is triggered via the local bpf syscall interface. Impact is limited to warning generation and potential log based denial of service rather than memory corruption.
