Statement
The bug creates a circular locking dependency between cpu_hotplug_lock and freezer_mutex after switching to static_branch_inc() in the freezer path, enabling a deadlock when toggling freezer state via cgroup files. The fix reorders locking by taking cpus_read_lock() before freezer_mutex and switches to static_branch_{inc,dec}_cpuslocked(). Impact is availability only (system stall/deadlock). For the CVSS the PR:H in typical deployments because writing freezer state is restricted to privileged cgroup managers (but still could be PR:L for the containerized environments).
