Ignore decreasing RoleNameCount value during deployment

I recently reduced the quantity value for a role that didn't need it in the node-info.yaml file and ran a deployment that removed the compute nodes at the end of that role's list during the deployment.

Is there any way to eliminate this kind of human mistake in the future? And make it so that decreases in this value are ignored unless the compute node is intentionally removed, as described in the documentation.
