Cannot Shutdown Windows XP and Windows 7 VMs on RHEVH/RHEVM Spice interface

New problem.  Cannot shutdown or restart Windows XP or Windows 7 VMs.  They hang with black screen and CPU util pegs at 99%.  I have to power them off and then start them again.

RHEV 3.1.07 tools installed. 

Windows 2008R2 x64, Windows 2012, and all Linux VMs I've installed so far all work fine.

Any ideas?
