owner of web space set to root

I see that in a clean install (RHEL 6.3 eval) root owns the web space.  Are there any documents or tools provided by Red Hat to guide or assist in setting the web server up so that users with less authority can publish web content?  Or is the "webmaster" assumed to set ownership on an ad hoc basis?  Thanks
