Include ptpd support

ntpd provides time accuracy down to ~1ms.  That's fine for home users and small businesses, but those of us in the finance space need much more fine grained accuracy.  PTP provides single-microsecond precision with less drift and is far superior to ntp.  Please include ptpd from sourceforge in RHEL 7!
