What would cause a channel not to show up in the subscription list under administration?

I've done a satellite-sync of rhel-x86_64-server-sfs-6 and it shows up fine in the administration account. However, when I try to grant access to the channel to a different organization, the channel is NOT listed under admin->organization->subscriptions->channel. What determines what channels are used - and if it is the cert, how come I can do the initial sync?
