Openstack 13. instance exist without project

Hello fols,

on openstack 13 i have removed with openstack cli a project.
I guess the corresponding instance's network and the router would be also removed.
but only the project was removed and the instance router and network still exist.
i can find with openstack cli the network and router but not the instance.
on horizon is the instance also not vissible anymore.
how can i find it to remove?
or can i create a new project and can I assign the instance to the project.
