Customizing the Forum

I have been editing Built-in pages all day, but when I get to the Forum, all pages are uneditable. I see only the Layout selection. The template textarea is not there at all. Am I missing something?

If it is uneditable, would it be possible to build our own Forum pages using Liquid?
