7.1 will not install from VIOS Media Library (Virtual SCSI CD/DVD) ?

I have this .iso loaded into my VIOS media library:
rhel-for-ibm-power-le-7.1-ppc64le-boot.iso

I am able to boot to SMS, select the boot media CD/DVD and begin the installation.

So far so good.

Our VIOS media library is solid as we load other OS's from here (IBM i, Ubuntu 17.04, and Ubuntu 18.04)

Now when booting from this image, I am stepping through the text based installer from HMC console vterm window. 3) Installation source is giving met fits. Always says (Processing...) I select CD/DVD. Then 3) tells me (Error setting up your software source). A refresh doesn't help. Since I cannot complete all spokes, I'm stuck.

How can I get this installation source to work ?
