not clear explanation how to pass Satellite or puppet

I am trying to understand how redhat exam should be prepared and passed
Is there specific direction for each exam ? I tried for satellite ( deployment) exam and I failed.

I asked red ha exam center how I failed despite my 90% task completed including high score target. They took 2 weeks to answer as usual with their notorious policy - we don't talk, we don't discuss - and the answer is "the result is accurate based on aggregate"
I never knew what this aggregate means and I still do not know.
I replied further to explain what it means as I never seen in the exam of RHCSA/RHCE. Well, another two week passed. No response.

My real question, why red hat exam department is so dumb to clarify how one should prepare for the exam . Why do I know only this criteria of passing exam just before sitting in front of their exam laptop ?

"Don't discuss and don't talk" policy is so dumb, is not helpful in anyway , their own training course do not prepare for their own exams
