Packstack networking issues with RH OSP 9

Hello,

I installed and configured packstack from Red Hat OpenStack platform 9, using br-ex/em1 for external access. When I create a private network with a floating IP for access, I can ping and ssh no problem. However, when I try to get to an apache server of that, I am getting timed out. Browser from external device shows waiting for that floating IP message. Even when I finally got to the web site, it is so slow I can't do anything. Have you seen this on RH OSP 9 using packstack? I do have the exact same configuration on RH OSP 7 with packstack, and no issues there.
