Permissions to Edit My Own Post

I created a discussion that included some formatting errors. My attempt to edit the post immediately after it was submitted to post returned a notice:

This field has been disabled because you do not have sufficient permissions to edit it

Why is this in place?
Do I need a number of "experience points" before that becomes available?
Is this documented somewhere?
Is there a better way to implement the benefits provided by this "feature"?
