host ip address changed,the oracle proxy can not start

the oracle proxy can not start,log information as below
java.rmi.connectexception:connection refused to host:188.1.10.230.
java.net.connectexception:nerwork is unreachable.
proxy is down.

the 188.1.10.230 is the old ip,where can i update the the entry.

who can help me to solve it.
