Subscription Manager Always Shows "Not Subscribed"

I have followed just about every troubleshooting guide available and still cannot get subscriptions to attach properly. Here is the latest, I started by removing the subscription in the customer portal and then did the following (username and pool ids blanked for obvious reasons). This is an RHEL 6.4 system and the licenses are for RHEL Server for Compute Nodes and there are 33 systems doing this same thing. I will gladly sanitize any longs and upload them on request.

[root@node01 rhsm]# subscription-manager identity --regenerate --force

The time/date on the server have been synced recently, "rhsmcertd" is running and has been restarted. Regardless of what I do I cannot get any of the systems that should attach to this subscription to attach properly. Any help would be greatly appreciated.
