Linux offline

Hello

I am working on setting up a Linux RH server offline without an internet connection. In my testing when every I try to install an application after the initial OS installation I get errors that the Subscription Manager cannot connect. How do I get around the Subscription Manager and how to I get all the BINs so that I can build my own repo to resolve dependency issues?
