Openstack Cluster

Hi all,
I have a question about clustering on OpenStack.
Studyind the documentation I still don't undetrstand ... why I must configure cluster at Controller nodes level?
Should I configure cluster at compute node level , moving virtual machines to another compute node in fault case?

Let me know please because I'm bit confused.
