Sharing External and Public API subnet types

The existing installer prohibits sharing the External subnet type with any other type. However, it would seem appropriate and acceptable to share Public API and External. Is there a compelling reason to not support this? Also, is there any way to override the behavior to allow this (OSP 6)?
