How come system error messages aren't documented???

I get the following when trying to delete a certificate from the /etc/ipsec.d certs.db

certutil: function failed: SEC_ERROR_LEGACY_DATABASE: The certificate/key database is in an old, unsupported format.

However when I do a search on this string I don't get any hits. Why??
More importantly how do I update the database ??
