Puzzled: create activationkey using vmware unlimited hosts subscription

Satellite 6 with an ESX host properly licensed. Virt-who is running and populating the content hosts with all known VM's.

My problem is the creating of activation keys. It seems I cannot create an activation key because Satellite does not see any available licenses. There is only one license, a hypervisor license that has already been applied to the UUID of the Vmware server.

Any ideas?
